Suppose an employment discrimination law provides:
"Equal employment opportunities being necessary for a breadwinner to support his family, employment discrimination on the basis of race is hereby prohibited."
Should this law be interpreted only to cover "breadwinners" with families against racial discrimination? Thus, it would not apply to an unmarried person without children suffering employment discrimination on the basis of race. Or should the operative provision, which is unlimited, be given effect without regard to the smallness of the prefatory clause?
